The procurement released on Wednesday, listed as Tender No. KRA/HQS/RFP/013/2025–2026, is being conducted under a Specially Permitted Procurement (SPPP) framework and is structured into three distinct lots, each targeting a critical operational area within the authority.

Under Lot One, KRA is seeking proposals for the design, supply, installation, commissioning, support and maintenance of integrated enterprise infrastructure, information security and revenue management platform.

The scope suggests a consolidated system intended to bring together core enterprise operations, cybersecurity safeguards, and revenue administration into a single, integrated digital backbone.

The authority has indicated that the platform will not only be supplied and installed but will also be supported and maintained, highlighting a long-term approach rather than a one-off technology purchase.

The emphasis on information security points to heightened concern around data protection and system resilience as KRA increasingly relies on digital platforms to deliver its mandate.

Lot Two of the tender focuses on enforcement and surveillance capabilities. It calls for the design, supply, delivery, installation, commissioning, maintenance, and support of enhanced non-intrusive inspection (NII), unmanned aerial vehicle (UAV) drones, and marine patrol boats.

This component signals a push to strengthen border control, cargo inspection, and maritime surveillance using advanced technology.

Non-intrusive inspection systems are commonly deployed at ports and border points to scan cargo without physical opening, while drones and marine patrol boats expand monitoring capacity across difficult terrain and waterways.

By bundling these technologies under a single lot, KRA appears to be pursuing an integrated approach to customs enforcement and revenue protection.

The third lot shifts focus from hardware and systems to institutional capacity and implementation.

It seeks the provision of consultancy services for project management, business process re-engineering, change management, and stakeholder management.

This reflects recognition that large-scale technology projects require parallel reforms in processes, organisational culture, and stakeholder engagement to succeed.

The inclusion of business process re-engineering and change management suggests KRA anticipates significant adjustments to workflows and staff roles as new systems are rolled out.

Project management consultancy is also expected to oversee coordination across the multiple components of the procurement.

KRA has scheduled a pre-bid meeting for 27 January 2026 at 11.00 am, with a link provided for interested bidders.

The authority has set the tender closing and opening date for February 17, 2026, at 11.00 am. The opening will take place at Times Tower Building in Nairobi.

According to the tender notice, the procurement will be managed from KRA’s headquarters, with contact details provided for further enquiries.

The authority’s decision to proceed under a specially permitted procurement framework indicates the strategic importance and complexity of the project.

Taken together, the three lots outline a comprehensive digital and operational upgrade, combining enterprise systems, security infrastructure, inspection technologies and advisory services.
